I know that DPP 2020 was issued without the Offset Appendix. Separately, the offset Appendix came in August for comment (Wow! It became Appendix E! I was disoriented for a while, it's always been D!).

5.5 Where technology is proposed to be transferred under Para 3.1(c), a third party valuation from the recognized/certified valuation firms duly accepted by the IOP to be submitted. The valuation so determined should be supported and justified through the following approaches: ETC.
I did not provide any comments to DOMW, as I am not a company of merit. BUT: this is the first place I’ve seen where the issue of valuation has been addressed by kicking the can to a third party. AND, who are these guys? I wonder if anyone has asked? To me, this seems like either a bureaucratic roadblock or, perhaps, a path to corruption. It does say later in the section (in a note) that the vendor and government can also be involved in the selction of the valuation service, but why would any company want anotherv player at the table? Given the lack of decisiveness from DOMW and the need for speed in a campaign, there seems to be no value in doing so.
Looking for any comments anyone has garnered on this new event? Especially if someone has been appointed as the “recognized/certified valuation firm”.
